Livestock GAP Promotion Council?
Established in September 2025, the Tokushima Prefecture Livestock GAP Promotion Council aims to strengthen the brand value of safe, reliable, and high-quality “Tokushima GAP-certified livestock products” and to promote market expansion both domestically and internationally, as well as regional development.
The Council brings together producers (swine, broiler chickens, and layer chickens), distributors, and governmental organizations to work collaboratively toward these goals.

Why Tokushima Prefecture Is
Now Fully Committed to
Livestock GAP
Recent years have presented the livestock industry with a range of serious challenges, including an aging workforce and labor shortages, rising feed and material costs, energy and environmental issues, intensified competition among production regions, and increasing globalization.
Amid these circumstances, Tokushima Prefecture recognizes the accelerating globalization of the livestock sector—driven in particular by the rapid growth of inbound tourism and export opportunities—and has positioned Livestock GAP certification as a key initiative. This includes efforts toward sustainable livestock management, food safety, and animal welfare.
In 2019, the prefecture launched its own beef certification system, “Tokushima Three-Star Beef.” Within this system, Livestock GAP certification is valued not only as a high-level production process standard, but also as a means of increasing the added value of livestock products and strengthening brand development.
While many branded beef products in Japan emphasize meat quality or grading, Tokushima’s branding approach focuses on the production environment and the value of the farms where the cattle are raised. Combined with proactive public relations efforts, this innovative use of Livestock GAP certification has received high recognition both domestically and internationally, including receiving the “GAP Japan Award 2023” from the Japan GAP Foundation.
The Livestock GAP-based initiatives practiced through Tokushima Three-Star Beef have inspired producers of other livestock species within the prefecture. As a result, an increasing number of producers are pursuing certification.
Going forward, Tokushima Prefecture aims to further advance brand development rooted in Livestock GAP certification, invigorate the local livestock industry, expand consumption of Tokushima GAP-certified livestock products, and actively promote them both within Japan and overseas.
